Since mid-December 2025, there has been an increased volume of online documentation showing Russian loitering munitions fitted with Starlink Mini satellite terminals. This marks a notable shift in Russian employment of satellite connectivity compared to Ukrainian practice. Ukrainian forces have primarily used Starlink on reusable weaponized UAVs conducting multiple sorties and bomb-dropping missions, whereas Russian forces are integrating these terminals into one-way attack loitering munitions. Despite international sanctions, Russian military forces have demonstrably acquired and deployed Starlink terminals within Ukraine. Visual evidence indicates Russian use of Starlink as early as 2023. However, its integration into loitering munitions constitutes a significant new development. This adaptation is likely intended to mitigate the effects of Ukrainian electronic warfare and electronic countermeasures, enabling more reliable data connectivity during strike missions.
