On September 11, 2025, the Islamic State-affiliated Al-Saqri Foundation for Military Sciences published an instructional manual titled “Remote-Controlled VBIEDs Manual.” The document details a system for converting a vehicle into a remotely-driven and remotely-initiated VBIED, enabling remote guidance of an armed vehicle without a human driver. The system is described as four functional subsystems – accelerator (gas), steering, brakes, and central electronics – and the wireless control architecture requires at least four independent control channels. The manual includes diagrams, component lists, actuator/wiring schematics, and control-unit integration examples.
Although remotely-driven VBIEDs are not a widely observed TTP, manuals and examples of remotely-operated VBIED systems have been recovered or associated with multiple groups and incidents across several theaters, including Spain, Syria, Iraq, Libya, and Colombia. This manual therefore represents a documented capability and a reiteration of an existing (if uncommon) attack method.
