On August 3, 2025, Venezuelan security forces foiled a terrorist plot involving an RCIED targeting the Plaza de la Victoria de la Gran Guerra Patria monument in a public square in Caracas, capital of Venezuela. The IED contained six seismic dynamite cartridges and was rigged for RC initiation via a mobile phone.
In the days and weeks that followed, Diosdado Cabello, First Vice President of the ruling United Socialist Party, announced three further seizures of explosives and weapons, all framed as evidence of a coordinated opposition-linked conspiracy supported by foreign actors. The seizures, however, prominently featured huge quantities of commercial oilfield explosives and accessories, while only the last seizure showcased weapons such as high-powered rifles, hand grenades, ammunition and red plastic seismic dynamite cartridges of the same type linked to the IED neutralized in Caracas.
The Venezuelan minister repeatedly accused opposition leader Maria Corina Machado and others, including the US, of complicity in the attempted attack in Caracas and the subsequent seizures.
